umm slow?

ummm i over clocked my e2160 to 3.3Ghz, but it seems to be slower than my old cpu at 1.6ghz =/ there are some random lags when i do random tasks... but when playing games the fps seems to be smooth... things like opening folders, copying things and browsing the net seems to have random lags =/ any idea whats causing it?
