Unable to answer calls on a Samsung mobile

I thought there was a dedicated Samsung thread -If there is I can't find it.

My brother has just renewed his BT BB and phone package and they talked him into taking out a phone and sim package (he has a windows phone and BT sim)
Phone came (Samsung galaxy 13 /14?) and he found he couldn't answer calls - This is second phone by way -first wouldn't charge - He has spent weeks at it and has now binned it to back of a drawer so I have talked him into sending it to me to see what I can do-

I have spent ages googling this and it seems to be a big problem with Samsung phones -
I am only asking this in case anyone on here has had the problem and was a easy fix before I start fiddling with it.
I have contemplated doing a factory reset as No1 then go from there following what I picked up on google.

If nothing else he needs to send it back as being no good and getting it cancelled on his BT Package.
 
Opps - sorry - when I ring my brother his phone rings - he can hear it but can't answer -He has tried every way you can swipe screen along with tapping with finger and a hammer but no luck - he just looks for who rang then rings me back - As far as I know other than not being able to answer it the phone seems ok - But if you google it - it has been a massive problem out there.
Just wanted to know if someone had the problem and found a stupidly easy fix.
 
I have had my brothers phone now for a few days - The worst phone I ever had was a Samsung Apollo and I asked a mate at a clay shoot to sling it in the air and I shot it to bits.
This Galaxy 13 only just beats it - Is it me or are they really that crap. - It is so slow -you can't swipe (or I can't find a setting to do it) and it takes ages to go back a page - I touch then swipe -touch then drag - bash and bang then throw - I have altered a few settings and it is better than when i recieved it but my word it is awfull.
My Bro has it on a 3 yr deal with EE - should he cancel it and send phone back as not fit for purpose.
I am sure it's a return as when I swiped left to right there was loads of pictures and videos which my Bro says he hadn't seen them or put them on.
My redundant Honor 8X beats it hands down for everything.
