Unable to delete user folders windows 8

Think i have a permission issue.

Been asked to tidy up a computer with windows 8 numerous accounts on there so been to control panel and manage accounts. deleted the users that needed to go and told it to delete all files which it has. But going into the c drive and windows\users or c:users the old folders are there with nothing in.
Right clicking and delete says I need admin privileges which I click ok and i get stuck in a you need permission to perform this action loop.

Using cmd prompt as admin and rd /s /q c:users\username come back with a c:\users\username\AppData\Roaming\MICROS~1\Windows - The directory is not empty ?

Any clues on how to get rid of these folders?

Turn on hidden operating system files -control panel, appearance and personalisation, show hidden files and folders and check the profile again.

Normally won't let you delete a profile if you've logged in without rebooting as it locks the NTuser.dat file open.

Even though its another persons profile ?

Yeah it gets locked (I think in the registry) and a reboots frees it up.

What hidden files are left in there? some times you can't delete the user folder but you can delete its contents and then delete the user folder.
