Unable to make changes to windows firewall

Hi, about 3 weeks ago i opened up ports on my windows firewall for rdp (3389). This worked fine until about 2 weeks ago when it suddenly stopped. Since then when i start my pc everything that needs access to the firewall pops up and requests permissions. When i go to change firewall settings, add a new rule, remove one, turn the firewall off. As soon as i've made the change it reverts back immediately.

Not sure what to do, im worried it's a virus or something but i can't understand it not allowing me to turn the firewall off. I have AVG Installed and it hasn't flagged up anything, currently running a full system scan.
 
I would try running malwarebytes, I have seen stuff like AVG, Avast not find anything but then malwarebytes does.

is UAC on? (User Account Control)
 
Ran malwarebytes, found a few things. After doing so and restarting the firewall changes stay in place for longer, before they would change before i could find the rule, now it takes about 10-15 seconds. Same goes for turning off the firewall, it lasts about 10-15 seconds before coming back on.

With UAC on i get all the pop ups when i log on "do you want to let x program through the firewall" this is why i turned UAC off in the first place

I always turn off UAC, the messages are annoying and im the only one that uses my PC lol.

could be a windows 7 issue so could try running CMD as a admin (start > search programs and files > type CMD > right click on cmd.exe and go to run as admin.

type in SFC /scannow should scan the OS for any corrupt files and try and fix any issues
 
Changing the firewall settings by cmd nets the same result, off for 10-15 seconds and then comes back on. I tried turning off the notification, can't change it either, it reverts back after a few seconds. Anything in the firewall settings i can't change, it's as if something checks them every 10-15 seconds and changes them back when it detects a change.
 
Found it, i have tunnel bear installed, seems it changes my firewall settings. There is a tbear.maintenance.exe file running in taskmanager. When i kill it and change firewall settings they stay changed. Gonna go make a support ticket with them, cheers for the help ED209
