It sounds like budget isn't an issue, so I'd be watching reviews on the i7 12700 and 5800X3D. For mainly gaming there's not much point in going higher than that. Stepping down to a 5600 non-x or 12400F would still get the majority of the performance at 4K / 60 (you said it's a non-gaming monitor), but if having the budget to buy a 6900/6950 or a 3080 Ti, pairing it with an i5 seems an odd choice.
I wouldn't bother with DDR5 as it is still expensive. Also you mentioned no overclocking, so it makes more sense to go with a non 'K' cpu and a decent B660 board such as the Gigabyte B660 Gaming X or MSI B660-A PRO etc.

For gaming, tomshardware had 5800x3d 13% faster than the 12700k at 1080p, 7% faster at 1440p, against the 12900k it was 9% and 5% faster respectively
Below also worth a watch, again, conclusion, recommendation is wait for new components as coming out soon but if can't wait, if building purely gaming rig, 5800X3d way to go, if want good all round performance
Seeing lots of yt about rtx 4090 being launched early, poss July. Not sure I'd be wanting to drop over £1k on a gpu at the end of it's 2yrs cycle with new gpu's on horizon which are reported going to blow current gen out the water.
