Underclocking and under volting

So I've relegated my trusty i5 66o0k, z170 mobo and RX480 8gb to a bedroom PC for home theatre/casual gaming so silence and power efficiency is king.

I've rebuilt it into a case with a thermalrite silent assasin, which seems great so far, enabled XMP so the RAM is at 3000mhz, but I can't for the life of me remember which bios option I need to let the CPU idle down to 800mhz... currenty it seems it's nailed at 3.2ghz? whatever the native speed of the CPU is, and doesnt down-clock by itself..

Any Ideas? thanks.

Not sure about this being a BIOS option (C-States under power management maybe?) but what you are probably looking for is the Windows Power Plan, you probably want to use the Power Saver plan and / or go into the advanced options and look at the "Processor Power Management" settings.
