Underclocking frequency to increase timings?

Hi, Is it generally the case that you can run faster rated memory at a lower frequency, in order to increase timings beyond what is rated?

For example, if I bought 4266mhz, CAS 19-19-19-39, would you expect it to run at tighter timings if I ran it at 3600mhz?
I understand this might not make financial sense - just wondering? :D

For the most part what you say is true. Take my 3866mhz C19 kit for example. It will do 3600mhz at C16 which as it turns out gives better results than 3866mhz C19. It also does 3400Mhz at C15 for which I had to increase vdram to 1.4v. However, you may also find that you don't need to reduce speed to run tighter timings. My 3866mhz is also happy at running at C18 rather than it's rated C19. Other sticks have done much better and the timings can be tightened up quite considerably at stock speeds. It's a pity there isn't a memory tool for Intel like there is for Ryzen which would make finding the best timings much easier.
