Underfloor heating control panel buzz

Hey all,

I am living in a flat that underfloor heating (electric) and there is a control panel in a cupboard along with the fuse box.

Opening the cupboard door emits a buzzing noise that is quite loud, at first I thought I should get it checked but the landlord said all of the electrics had been checked prior to us moving in.

I assumed the buzz was coming from the fuse box but tonight I managed to stop the buzzing.

If I turned off a switch next to the underfloor heating control panel (turning the panel display off, and all (3) thermostats around the flat off), the buzz would completely stop.

I could understand there being a buzz if the heating was being used, but this buzz is constant even if the heating isn't on (which leads me to believe maybe electric is being used despite not heating the flat?)

Can anyone shed some light on whether a buzz should be heard even when the heating is off, or even when it is on?
 
The thermostat/control probably doesnt run off the mains. Th buzzing may well be the transformer built into the unit.

Thanks for the quick replies. I thought only old transformers were supposed to buzz, the building is only 6 years old. Ah well, as long as it isn't using electricity then I can live with it.
