Hello. I have a 3080 FE paired with a 3800x at 1440p, I have watched gaming benchmarks on YouTube of people using the same combo and in every game they have tested that I have Im getting lower fps. For example, when they run GTA 5 they are getting 130-140fps where as I'm getting 80-110fps. In Hitman 2 they are getting 130-200+fps and I'm only getting 100fps. also my CPU usage seems to be higher than theirs. This is also similar for Call of Duty. My 3080 is preforming worse than a 2080ti. This is not what I was expecting. I've tried doing a fresh install of windows and reinstalling all drivers, unplugging the GPU and plugging it back in, checking the power cables are connected correctly. Please any help would be highly appreciated, I don't know what to do. Could this be a faulty card?

I've got a 3800x at stock with a 3080 (not FE) with a 1440p 165hz monitor, I can compare some games later if you'd like?

As the others mentioned make sure you don't split power cables to run the card and use 2 x sperate from your PSU cables into the card and its combination plug, also what is your single core performance looking like on the 3800x? (I have the same CPU) but I clock mine to 4.6ghz on a 3 fan water rad to keep it in check when gaming I actually got much better overclocking by undervolting by some margin. But it can read 30% used when one core is maxed it depends on the game and resolution.
Also check your ram timings? Has the Bios defaulted to some slow ram speed?
After that I would remove all GPU drivers and re install to be honest, I upgraded to the latest Nvidia drivers that came out the other day and had nothing but problems, try rolling back a driver version see if that fixes things?

Yes im using two separate PSU leads. Cinebench single core score is 519. That is stock, max temps of 75 degrees.

75c cpu is fine but my 3800x runs around 64c under stress test did set my peak core down to 1.325 Volt @4.6ghz per core on gaming mode as the lower voltage gave a better overclock.
I would run MSI afterburner and see what sort of wattage the GPU is getting under load perhaps? Seems like you covered the basics.
