Understanding OC'ing a Ryzen 7 2700X

I have a Ryzen 7 2700X 3.7ghz.

The 1 thing I don't understand with the Ryzen is the the way the speed varies all over the place.

I've changed my mulitpler so that I'm sitting at constant 4.0ghz, so there's no longer any variance.
I tried 4.1ghz but I crashed trying to run Cinebench.

Is there any reason to leave my machine at 4.0ghz? Because before hand, underload, the processor would jump from 3.7 to 4.

Did you disable the low power states setting? It lets the CPU slow down when it's not doing much.
