Uneven, gravely land flattening help please

Hello, we have a bit of land in our garden that used to house a pond that has been left over the past year to just be reclaimed by nature, I am looking purely just to turn this land over, make it flat and cover it in a sheet and then gravel

The issue being the land is very uneven and completely over run, as well as the soil being mixed with large pebbles/rocks as well, I don't mind them being there as I am going to be covering it anyway, but I don't even know where to start, Is the best idea to just grab a fork and go to town on it? would a tiller work or is it likely to be snagged by everything thats already on there? any help would be greatly appreciated, thank you

Why disturb it if you're going to put gravel down (unless you need to lower it)?

Weedkiller to kill everything off and then the barrier and gravel. You can vary the depth of the gavel to make it level.
 
If you're going to put down a barrier, make sure you seal it to the wall to prevent stuff growing through there and gradually pushing the barrier away.
