Unexpected lack of speed

When I first built my PC up the performance was great, you could see this in the boot time which was sub 15 seconds, i could never actually tell since the pc booted and logged in before my monitors woke up. This continued for a short while until the speed suddenly dropped. It's not just boot time, it's across the whole spectrum of using the PC the way I do. Can anyone help with some troubleshooting steps to figure out what is happening during boot to slow this down so much.

Some information on what system i have and what I have installed.
Motherboard is a Asus Sabertooth z77
CPU i5-3570k(running stock at 3.4GHz
OCZ Agility 3 128GB Solid State Drive(40GB free)
16GB RAM (vengence)

OS is Windows 7
Norton internet security
MS Office is installed
Teamspeak
EvE online
Minecraft

The use of the PC is fairly narrow
Web Browsing
I play EvE online
My kid plays Minecraft

That's pretty much it

There are "tools" related to Minecraft which are actually spyware/adware/viruses that I've come across before while clearing out a client's PC. Maybe check for these incase your son has inadvertently installed one?

Generally does sound like a malware issue. I'd download, update and run Malwarebytes and see whether it finds anything.
 
Best way is to use a 64-bit version of Java and not install the 32-bit version, as most of the popular browsers on Windows are 32-bit and cannot use it, but Minecraft can. I would limit the addons to Techic Launcher and Optifine to be honest, I've been fine with using just those.

As mentioned above, boot into safe mode and give it a scan with Malwarebytes, it does sound like something has infected your PC and is hogging up the resources. I would also probably use CCleaner to clean the registry as well afterwards.
