What system do you use for referencing publications in a bibliography at the end of a piece of work?

How exactly would I reference this for example?
 
there are no authors so probably like this:

Joint FAO/WHO/UNU Expert Consultation on Protein and Amino Acid Requirements in Human Nutrition (insert relevant chapter and pages here if you are referencing something specific) (2002 : Geneva, Switzerland) (insert the publisher here - probably WHO - not sure)
 
We use Harvard at Herts, I think it's probably the most widely used one but it doesnt mean your department wont want some obscure one!
 
Harvard here, for that I would guess like this

Geneva. World Health Organisation (2007) Protein and amino acid requirements in human nutrition : report of a joint FAO/WHO/UNU expert consultation. Geneva: World Health Organisation.

From the stuff I have on referencing here quangos have no set way to reference them, just add whatever information is available. And I thought I had no more referencing to do today as well!
