Unknown USB device keeps popping up

Windows 8.0 here. Between 1 and 4 times per minute, I get a device not recognised balloon along with the associated windows sound as it connects and disconnects. As you can imagine, it makes gaming and music infuriating! The problem is, the unknown device doesn't exist, as all I've got is a mouse/kb dongle and an external SSD and they both work fine. Samsung Galaxy S4 syncs wirelessly. Hardware ID shows up as device_descriptor_failure. I have googled it, but respondents already know which device of theirs has failed, where for me, I'm talking about a non-existent / or at best a logical device only. Is there any way to disable the message? It's pointless showing a message for something that doesn't exist!! I have one of those programs that scans for unknown devices but it didn't find anything. Any ideas? Thanks.

Six6siX - no other USB devices here, and no USB hubs either. Otherwise, my router is attached to a 1TB NAS but is wireless to the PC, so I don't think that counts? Will look at process of elimination though.

Hyperseven - you might have nailed it with the USB power saving! The machine is an all-in-one, so it's a desktop but with some laptop/mobility components included. The power scheme was set to balanced, so I have changed it to high performance and have over-rided USB sleep.

Will report back later / tomorrow on results.

P.S. When the problem occurs, deleting the rogue device simply makes it come back, and if I disable it, it still comes back albeit disabled.
