I did a IMEI check and it says "Clean"

Has to be carrier unlocked for an iPhone.

I have used eBay loads of time with phones on o2 network so does work
But you pay for it
If you with o2 it’s free and just a simple form to fill out

I suspect all the eBay unlocking people have friends that work at O2/Vodafone etc. and they do it on the side and get paid a few pennies for every one they do.

Except in this case it would have to be someone at apple since they are in control with what iPhones are locked and unlocked.

No they aren't.

It's the carrier that unlocks them. It goes through Apple but that's all automatic and is more to just notify them.
