Unreal Tournament: going too fast (not framerate)

I just downloaded UT off Steam, and sometimes it'll go at double speed for a few seconds, this happens very frequently - it's like somebody is pressing 'fast forward'. I remember people complaining about this before - it's apparently because I'm running a dual-core system, does anybody know how to fix this?

Can you not just tell the exe to use 1 core in task manager?

1. Run UT
2. Open Task Manager
3. Find the UT program (ut.exe ?)
4. Right Click it
5. Pick Set affinity
6. Pick a CPU core

Also, if this is UT99 you need to disable Intel Speedstep.
