Unstable connection

My mother has ADSL with Talktalk and the connection has been very unstable for a while now. At times it will work just fine, but often it will grind to a halt. A Speedtest during such a time results in less than 1Mbps down. It's normally about 9Mbps. This is exacerbated when more devices are connected to the network - when we visit.

Talktalk are useless, they get her to ping google.com which inevitably works fine during normal function.

I have got this screenshot from the router. Are there any obvious problems?

Nothing immediately obvious in the screenshot.

Have you ascertained that it's a WAN problem rather than something more local? Have you tested using a cabled device?

Do the slowdowns happen at expected times (e.g. when all the kids get back from school) or more randomly?
 
The slow downs are completely random. It's doing it right now for example. I don't have a computer with me to test with a cable and all devices that use the connection are phones and tablets.

I'm not 100% sure it's a WAN issue - it could be local but I'm not sure where to begin with that. Could it be interference from neighbouring networks?

Edit: Also, the slowing down has gradually over time become a complete absence of service. Rebooting the router seems to have no effect.
