UPDATE, PLEASE HELP, Whats happening with mem speeds?

Hey all, right currently have:

A64x2 @ 2596mhz 236mhz FSB 11x
DFI Lanparty expert
OCZ 2GB (2 x 1GB) PC3200 Dual Channel Platinum Series EL-DDR CAS2 @ ??????????? (216mhz or 199mhz) 2-3-2-5 1t on a 180RAM setting 9/10

This below is images from the same above settings not changing anything and at theses settings which memtest reports as 199mhz it ran as you can see prime for 10hours no problems, yet cpuz says its 216mhz, 3dmark says 194mhz!

As it can prime at the setting in memtest is it running at a different speed in windows than memtest ? is windows altering the speed ? as said NOTHINGS BEEN CHANGED IN BIOS

ignore 3dmark, i to find them flaky with mem specs.
memtest is showing correct figures so that leaves cpu-z, is it the latest one?
try another like a64 info program.
your system will run at one set speed.

Ill have a look, working it out mathmatically CPU-Z is correct (is latest version) but I know bios's have a tendancy to set silly numbers for componants on occasion, when my cpu is at 2530mhz and a (210/191mhz) ram speed with a X1900XT@XTX I get 5850 3dmark 06 marks, seems a little low or ?
