My Surface Pro 6 keeps hanging on this update around the 79% mark. I've deleted the SoftwareDistribution folder and it downloads the update again, but again it hangs on install.

Any ideas on how I would resolve this?

I've only had it a fortnight, and I've spent ages getting it set up as I want it. I hope I don't have to reformat as that'll be really disappointing.

Honestly sit out 1809! It has so many issues it's barely worth it. Lots of issues in 1809 with VBA etc in the office suite which to be honest is a royal pita.

I've personally been trying to avoid 1809 like the plague until 1903 comes along. I am currently running 1709 quite happily, other than Windows Updates sometimes trying to slip 1809 on my installation.

I just hope 1903 is worth the wait, but I somehow doubt it.

Sound like you download 1809 update from Windows Update. I have Surface Pro 6 since bought it back in November 2018, was installed 1809 from iso created by media creation tool.

I recommend you to download media creation tool to create iso to install 1809 rather than try to download from Windows Update again, again and again. Windows Update is not perfect for feature updates or service packs.

Is that the issue with opening other documents or something else?

Something else, it has serious issues with running certain signed code for things like add-ins. There are also a whole other plethora of issues with the VBA object model and things that worked in 1803 just don't in 1809. Not end of the world stuff unless you are working in an environment where there is a lot of custom code / custom ribbon xml etc etc in your office suite.
