I'd wait for new cards then decide. I love my 1080to SLI but I've had it 3 years, great performance in the games that support it and much quicker than 2080ti. Sounds like driver issues to me - I was getting some black flashing in VR the other day but seemed to be cured by latest NV drivers using DDU.
Could also be process priority and power management - worth using something like process lasso to prioritise DCS. If you google it there are a few guides out there its quite easy
Also have you cleared out the metashaders and fxo folders? They are under C:/users/"yourPCname/Saved Games/DCS
If you go in an delete all the content under fxo and metashaders2 folder. When you restart a level it will take a while to reload them all but if you have done several DCS updates and not cleared them out it can affect performance.
