Max budget option:

I chose the Zotac just because it has a 5 year warranty, don't know if it has a good cooler or not.
The THOR II is silly expensive, but at this kind of power usage, a platinum PSU might actually be a good use of the budget, if you use the PC a lot. It has a native 12/16 pin for the new cards. If you don't mind Gold, I'd get the Toughpower GF3 1000 Watt instead (-£100).
The board has PCI-E 5.0 for the graphics card and for one M.2. If you don't care about that, I'd downgrade to the TUF B650-PLUS WIFI (-£100).
I included an M.2 SSD because you're still using a hard disk and a SATA SSD.
With your budget, best to wait for the X3D CPUs if you can, but if not I'd go with the 7700X or 7700.

Says in the datasheet of the SSD that it is backwards compatible with older PCI-E versions, so it should work alright in your board.
The BIOS would need updating before the X3D is installed.
I'm not sure what memory works nicely with an X3D, but you'd get bigger capacity and faster speed with these sticks.
I don't know if it is viable to use your existing case and cooler? What is the PSU?
