ive had a 3570k before along side 2 gtx 470s , now im aware that when i leave my pc folding that the gpus suck power from the cpu. Now if i go for a 3770k instead of a 3570k will this help level things out ? or even a 2600k

ive just bought a gtx 560 superclocked cheap and can pick up another and keep it aside till i have a better PSU, but for now i want to sort out my CPU, ive already just bought a new psu but its only 500watt along side a cheap coolmaster case - dont like it one bit so changing for somthing better, but like i said, it's the cpu / mb / ram im interested in now running with the parts i already have.

i only sold my last 3570k system so i can help fund a new car, but i always want a nice fast pc even if i dont use it! it folds.

another thing, what PSU wattage for 2x 560gtx? i had a 750 ocz with my 2 x gtx 470s and never had a problem at all, so would a 650 work this time as i know the new cards use less power,

A 3570k isn't going to be the bottleneck in that setup. The PSU might be the component giving you an issue as the 470s are power hungry, you'll probably want a 600W, maybe a 700W to be safe.

2 560gtx will need about a 600W I would think yes. But these PSUs have to be good brands, you say you have a 500W alongside a 'cheap case' so I'd be wary of that.
