I have one 500GB seagate barricuda 7200RPM which takes around 5 minutes to completely boot from pressing the button probably needs reformating, the budget isn't really an issue don't want to exceed £1000 though.
Well I can tell you it ain't as I have one and it works fine.
Unless you want to spank money anyway, the best suggestion has already been suggested. Get a decent GPU and an SSD if you like and if you are still not satisfied, look at upgrading other parts.
I can tell you hand on heart my 965 is currently at stock and with a 5870, I can play it on high with 50 FPS at the absolute lowest on any maps in any circumstance.
you should be able to play on high/ultra settings no problem i have a hd6950 2GB and everything smooth oh ultra and my dad has a HD5850 1GB and he able to play everything on ultra as well i would look at cleaning you computer updating drivers or doing a fresh install it shouldnt take 5 mins to boot into windows neither you must have loads of stuff starting up with windows.
if you do want to upgrad i would say go for an SSD your CPU and GPU are more than capable for BF3
I ran my i5 2500k with a 6870 for a few weeks and I got really decent FPS in BF3 with everything on High (FXAA on; MSAA off; HBAO off). Probably 45-70 around 95% of the time with occasional drops into the 30's in extreme combat moments
Just posting to give you some context as 6950 is better than a 6870 so you should be aiming slightly higher than what I was getting to be fair.
