Hi there,
May I ask what kind of budget are you looking at?
Also, for your photo editing, would you make use of an extended gamut monitor?
Some good options for a monitor of the same size are:
dell u2412m - good value e-ips panel, standard gumut
dell u2410 - more expensive h-ips monitor with extended gamut and more video connections
asus pa246q - standard gamut p-ips, review
here
HP ZR2440w - Another good quality IPS panel monitor from a good make - review

If you would something a bit larger then the 27in IPS monitors are very nice options. As they are not only bigger, but also much higher resolution at 2560x1440.
Two good examples are the Dell U2711 and the HP ZR2740w.
As for 3D unfortunately at the moment the IPS technology isn't fast enough for use with 120Hz refresh rates - so will either need to settle fo 3D via FPR (passive 3D) or use a 120Hz 3D monitor with a TN (which isn't nearly as good for image editing due to less accurate colours and much narrower viewing angles).
