Upgrade from i5-8500 (and maybe more)

My current spec is:

Mobo: Asus H310M-K
CPU: i5-8500
GPU: RTX 2080
PSU: Cooler Master MasterWatt Lite 600W

I’ve been struggling lately with some games being CPU bottlenecked so I’m looking to upgrade my CPU. I was intending to buy the best LGA1511 compatible CPU and throw it in my system along with a new PSU. After a bit of research it would seem my MOBO is a little bit **** and would limit some CPUs.

I’m wondering what the best bang-for-buck upgrade would be for my system without having to replace the MOBO.

Alternatively, is there an option with AMD where it would be worthwhile replacing both the MOBO, CPU and cooler?

Budget, unsure. Happy to spend up to £3-400 if I’m getting good returns in performance.

I was originally thinking of sticking an i9 9900 but read that my mobo would probably overheat and I wouldn’t get full performance out of it. Have you any suggestions on which i7s/i9s would be a good fit for my system?

I'd just upgrade the processor to an i7 or i9 unless money is no object and you are happy to get a new processor/cpu/memory and sell the former combo.
