Upgrade GPU or whole new rig?

Thinking it's time for an upgrade but ideally I don't want to replace my whole PC.

I'm currently on an Intel i5 Quadcore 3570 @ 3.4GHz with an R9 280x GPU.

Is there much point upgrading to a GTX 1060 GPU, or is the CPU going to be holding me back too much for it to be worthwhile on its own?

I would replace the GPU only but not with the current prices.

I would wait and upgrade to a 1070 not 1060.
