Upgrade help - what to buy!

I recently upgraded the GPU and SSD in my computer, current setup below.

CPU - 8320
RAM - 8GB DDR3 Hyperx
PSU - Corsair RM650
GPU - Vega 56
SSD - 1TB Samsung 860
Mobo - 990XA-UD3

My CPU fan sounds like an aircraft carrier and certain games (Division 2) are lower on the frames than I'd want them to be. I'd really love to upgrade the rest of the setup, so I'm thinking a CPU/Mobo/RAM bundle might be best? Do I need to upgrade the PSU as well (It's around 4 or so years old)?

I purely use the PC to play games at 1080p, not overly fussed with super duper ultra, high settings are nice, but a smooth frame rate is the most important thing to me.

Lastly I'd also really like a new case as mine is looking a little aged. I prefer ATX friendly cases.

Any suggestions would be really appreciated, I'm not up to date with current CPUs, I saw AMD have ryzen ones now. Budget wise, £800ish. Less is always nicer, but I'd rather buy the right stuff.

vega 56 at 1080p.... guessing its standard 60hz monitor?

the FX chip will be holding it back... A LOT! even ryzen 2600 would be holding back if you had a gaming screen that does 120hz+

intel would give you best performance at 1080p - enable MCE and run all cores at 4.8ghz
