It's 4 years since the last itch! I'd like to upgrade to a 9800x3d system so I think I'll only need CPU, MB & RAM and perhaps a new cooler. I have no real need for wifi on a MB as my PC is wired in. Current system is:

MB - MSI B550 Mag
CPU - Ryzen 9 5900X
RAM - Corsair Vengeance LPX DDR4 2 x 16GB 3600 MHz
Cooler - Arctic Liquid Freeze II 280 AIO
Storage - WD Black SN850X 2TB
Storage - WD Black SN850 1TB
GPU - Saphire Pulse 9070XT
PSU - EVGA G3 850W
Monitor - MSI G274QPF-QD
KB - Logitech G915
Mouse - Logitech G502 X
Speakers - Creative Stage Air V2 Soundbar
Case - Phantecs Enthoo Pro M Tempered Glass

No budget as such but don't want to spend silly money. I mainly game but also do a bit of encoding.

Is your encoding CPU or GPU dependent?
If you can sacrifice the core count, I'd just save the cash and drop in a 5700x3d, and then skip the whole of the AM5 platform altogether and upgrade once AM6 or the intel equivalent is released in a few years time.

AM4 has the same mounting as AM5 so your cooler is good.

Motherboard choice if you want usb 4 then x870 should be your choice if not b850 offer pcie5 as standard and good for most.

Budget for board ?

Your cooler should be fine for AM5.

If you don't care about USB4, I'd just go B850 or B650E.

I'm assuming you don't need this much RAM, but if you do, there are some decently priced 96GB kits (Crucial Pro should be easily OC, if you want to do that, but the X3Ds aren't that bothered either way):
