I currently have a PC which has started to give me a few issues in recent years. Motherboard was changed a few years ago and PSU was replaced about a year ago. Current issue is it will blue screen at random, typically with memory issues. I have checked each stick of RAM and they test fine.

I've had the PC for about 8-9 years now and specs are i7 2600k, Noctua D14 CPU cooler, 16GB RAM, Gigabyte Z68X-UD3H-B3 motherboard, AMD RX480 4GB and running on a SanDisk Ultra II 512GB SSD. It has never been overclocked. Case is a Termaltake Element G which I'd like to get rid of.

I don't game and only purchased the RX480 a few years ago to play Witcher 3. Unless there is a Witcher game due to come out or something as good as it I won't be gaming.

I do a fair amount of editing, both video and photo. I use Lightroom and Davinci Resolve mainly.

Rather than spend money on trying to fix up the current PC, I'm looking at OCUK to guide me in what to do here in terms of upgrading, buying a ready to go PC, or putting a PC together. I am more than capable of building a PC from scratch but rather not faff around with all this unless I have to.

I am going to be getting a Dell Optiplex (for free, it'll be a 4-5 years old) of some sort from work to keep me ticking along in the meantime as I need a desktop to work. Laptop struggles as soon as I connect my 4K display and run multiple apps or have a few browser tabs open.

Looking for advice initially as I don't have a budget for anything yet.

Better term would be putting lipstick on a zombie...

8 core/16 thread Ryzen 3700X would be good starting level for heavier workloads.

Also AMD offers upgrade path to improved architecture and in two years you could get discounted 12 core.
New current model 12 cores costs extra:

MSI B450 Tomahawk would be perfect bang per buck board for only 8 core CPUs.
And with working case cooling would do decently well also with 12/16 cores.
Though if you're after platform for approaching similar endurance and upgrade CPU to high end model, then price of X570 board would be justified.
Gigabyte did the best/most balanced design job in them.

If you buy brand you'll get screwed into rear fast in motherboards:
Both Asus and Gigabyte B450 boards suck donkey balls with crappy or plain scam for the price CPU VRMs, with MSI curb stomping them.
Again in X570 MSI has crap for the price VRMs, while Asus and Gigabyte turned ships around...
Though Asus has 15 years old bad X570 chipset cooler designs, with best coolers in MSIs followed by Gigabytes.

For that usage 2x16GB memory is definitely the way to go.
Also DRAM prices are now in wave bottom.

I would suggest also 1TB NVMe drive to have good working space.
WD Blue SN550 is the best priced.

And £10 more gives higher end models.

Without gaming expensive graphics card isn't necesary and performance/future proofness per price is anyway historically bad in those.

If wanting 10 year warranty PSU capable for gaming uses Seasonic Focus Fold is the best priced.
