Upgrade or buy new please help !!!

Below is the spec I had built by overclockers 4 years ago can someone with more knowledge than I have please advise if it’s worth upgrading or having a new o e built?? I want faster performance and better faster graphics ? I have a good BenQ 144hz monitor.

Welcome aboard.

What budget you have in mind?
And assemblnig PC from parts allows reusing for example case is to save some money for better parts.
Also money otherwise going into getting PC assembled can give upgrade in couple parts.
 
On the other hand I have a brand new ASUS ROG Zephyrus laptop with a i7 9750H processor and Gforce RTX 2080 maxQ graphics 2TB SSD card along side a 240HZ 3MS screen ! So I could just send a hdmi out of that into my monitor ??
 
Because of power/thermal limitations laptop can't ever match desktop for high end performance. (or is noisy as Red Arrows show)
And that laptop is going to get itself curb stomped by next-gen consoles.

Anyway if spending such sums for PC, then display should certainly be at least 27" size and 2560x1440 in resolution.
Besides gaming immersion that improves also all PC usage by actually fitting something on screen without constant scrolling.
Medieval marketing scam 1920x1080 is simply masochism even for web browsing.
Also in many game types sound is big part of immersion and unless you have ther something like proper surround home theater set woudl upgrade that.
With headphones it's actually quite cheap to get to good level.

For longest life without CPU upgrade 3900X is the best choise.
But if CPU change isn't out of question, very well priced 3700X now and then 12 core Zen3 when prices come lower would be the longest usage life path from same motherboard/platform.

But in graphics card there's no sense to buy anything expensive now, because of historically bad situation.
Nvidia has focused last years into pumping butts of users... price tags and performance per price goes fast to worser and super bad and without no future proofing value.
Those prices full of hot empty air will crash down very hard later in this year.
Just for example next Xbox will bring 2080 Super level GPU into mainstream before Christmas.
