Upgrade or buy new?

I have an 2014 build, Windows 8.1 PC with this build:
  • CPU: Intel Core i3-4130 3.40GHz (Haswell, LGA 1150)
  • GPU: MSI Radeon R7 250 2GB GDDR3
  • RAM: Kingston HyperX Beast 8GB (2x4GB) DDR3-2400MHz
  • Motherboard: Asus H81M-PLUS (LGA 1150)
  • Power Supply: SuperFlower Amazon 450W
  • Case: BitFenix Neos Alpha
I don't necessarily want to buy new because it's running my music production system (plugins, licences etc) and upgrading that would potentially take longer than I really have at the moment.

Would it be sensible to upgrade to these parts:
Essential Upgrades:
  1. CPU
    • Intel i7-4790K (used/refurbished)
  2. RAM
    • 16GB (2x8GB) DDR3-1600 (I might actually have this, I haven't checked)
  3. CPU Cooler Options:
    • Noctua NH-U12S (Air)
    • OR
    • Corsair H100i (Liquid)
Or just cut my losses, start again and buy an M4 Mini?
