Upgrade PC spec for browsing and photo editing

My father has a hand me down Core 2 Duo @ 1.8Ghz, 2Ghz Ram, with 8600GT and SSD. It's pretty slow and I was thinking of getting a new MB, CPU and RAM.

G3258 is quite a cheap at around £50, would that cope with light Photoshop tasks?

I think it woul be better than an A6 or A8 APU from AMD, right?

How light of photoshop tasks are we talking about as it can eat up 4GB quite quickly?

Touches up photos, not too sure.

Current PC has a dedicated gfx card though 8600GT (maybe 8800gt)

opened photoshop CC on my machine, uses 568mb without an image open.

think I would spend the extra to go to 8GB of ram
