I'm aiming to buy a 40xx series GPU when they release as an upgrade for my 980, I think it's time to let her go and I'd also like to play at some higher resolutions and also get some newer AAA titles on PC instead of Xbox.
I currently play just older online games like CSGO etc at 1440p, mainly because my GPU is not capable to playing newer games at 1440p on higher texture settings

The rest of my system is as follows:
Super Flower 850w PSU
i7-4790k
3x SSD (no mechanical HDDs)

My questions are around if I'll need to upgrade the CPU for newer games and/or will a 4790k bottleneck a newer GPU? I'm also planning to get a higher resolution monitor, probably 4k.

Yes you would benefit greatly from an entire new cpu + mobo + ram. Your 4 core 4790 has served you very well but you are due an upgrade.

Good news is you may as well wait to upgrade when you are able to get new 40xx or 7xxx gpu. AM5 and Intel 13th gen out later this year as well so you can wait for independent benchmarks and see who gives the best performance and price. The price and power useage of next gen gpus is rumoured to be a large step up so wait and see before making any hard plans

Playing at 4K will push the bottleneck to the GPU in many games, so it'll really depend which ones you play. No harm in just trying it out first, plus it'll give time for all the new CPUs to be out.
