Upgraded PC but CPU fan not spinning

So I recently upgraded the mobo, cpu, ram and cooler of my PC but there is a porblem. The cpu cooler fan starts to spin up when i turn the power on but will then stop spinning after a second.

Its an E8200 using an Arctic Cooling Freezer 7 Pro. I belive I have everything connected up properly and the machine boots fine, just the spu fan will not spin.

The cpu fan is plugged into the CPU_FAN connector on the mobo and the 2 other fans plugged into the 2 SYS_FAN sockets.

Any ideas what could be wrong?
 
I have also noticed that after the cpu fan spins up and then stops, it will move very slightly like its trying to spin but cant. I have checked and there isnt and obstruction.
 
Doesn't the Arctic Cooling Freezer 7 Pro only spin up when it reaches a certain temp ?
Check out the temp in the bios.
 
Yeah you will probably find it just needs to get to a certain temp to even come on. Mine did this when I used it. If you do control it via speedfan, sometimes it needs a certain amount of volts/percentage to start up. Once it gets going it can run at lower volts, but its that initial startup where it needs a bit more. Just incase you go down that route.

Yeah the temp went up to about 28C and the fan kicked in at 300 rpm. It's such a change from my old Zalman flower cooler on my old X2 4400.
