Upgrading advice please...

Currently looking to upgrade the rig in my sig.
Been looking at the Gigabyte x570 Aorus Master, 3900x CPU & 16gb 4000mhz ram

Is this a decent mobo or would I be better with something else?

Also, will I need to buy a new OS - or can I use my current W10 serial to install?
