Upgrading from 1070ti to 4070

I'm considering upgrading my graphics card on the PC I built in 2018, from a 1070ti to a 4070 that's the best value/power, so I'm looking on advice as to wether it is worthwhile upgrading to a 4070(recommendations welcome) or should I be upgrading the other components for it to work.

My current build contains

EVGA NVIDIA GeForce GTX 1070 Ti 8GB SC ACX 3.0 Black GAMING Graphics Card

Gigabyte AB350-GAMING 3 (Socket AM4/B350/DDR4/S-ATA 600/ATX)

AMD Ryzen 5 1600 Desktop CPU - AM4 / Hex Core / 3.2 GHz /19MB / 65W

Corsair CMK16GX4M2B3000C15R Vengeance LPX Red, 16 GB (2 x 8 GB) DDR4 3000 MHz C15 XMP 2.0 High Performance Desktop Memory Kit

Ryzen 1600 is way too slow for gaming now. Luckily your board is compqtible with 5800x3d so I would buy it as well. Maybe look for 2nd hand one? You will have a great gaming machine for cheap with 5800x3d and 4070.
 
4070 or 4070 Super is a very decent upgrade on a 1070 Ti, but unless you're playing older games at a high resolution, you could do with a new CPU.., ideally at least a 5600. This would require a BIOS update before the upgrade, unless you have kept it up to date.
 
I wouldn't get either of those gpu's and instead go for a AMD 7800XT and with the money saved put it towards a Ryzen 5600 or even a 5700x3d or 5800x3d (all need a mobo bios update first) as that 1600 is going to massively hold back any new gpu.
