Upgrading from an Intel Graphich Chip

Hi I guys can anyone advise me on what card to buy to upgrade from an intel onborad graphics chip? I'm not a gamer I just wan the best quality picure I can get for vidio and standard web stuff. I would like something cheap and quiet, I made the mistake of buying a radion had 4670 or something and it was noisy as hell!
 
Can't get much quieter than passive. What about this?

Not sure how much of a step up these cards would be but they'd all be better than an integrated chip I'd imagine. Video acceleration will be better with these discrete cards.
 
I do not mind spending £30 - £40, but I was really looking for some indication as to weatehr cards at this price levle will be noticeably better than the onboard chip? I have tried to read reviews for graphics cards to get an indecation, the trouble is the reviews tend to be very much focused on Gaming.

You don't say what on board gfx you have, but as it's Intel then it's probably going to be beaten by any add on card. If you are running Win 7 you will find that the Aero theme actually works with any of the above cards, while it's only the very newest Intel gfx that can actually support it.
