upgrading from e8400?

hey all, my brothers currently got an e8400 in his asus p5ne-sli with 4gb xms2 ram. it has a gts 450 in. its in a xigmatek screwless case, with a minimal psu. he is thinking of selling it to upgrade. but he is only being offered 230 for it (generous IMO but still, he has no other money to upgrade) ive tried to price him up a sandy bridge rig but cant, 250 is simply too cheap. is it worth going to a phenom? would there be a major increase? i think we could do a fairly decent amd system with that kinda cash, he has a hard drive, ide.
is it worth upgrading? thanks
 
he would need, motherboard, cpu, gpu, ram, dvd drive, possibly a case and psu but i have those i can donate to him there old but will do.
 
Would be worth keeping what he has if that is the case, his set up is still decent. Maybe buy a cooler to overclock the CPU?

EDIT: what does he use the PC for?
 
lol aye righty then will tell him. yeah i think he wont mind going 2nd hand to be honest, but i dont know anyone selling anything decent for 250 tbh! prefer a sandy bridge tbh but he cant afford it. would it not be worth just getting a q6600? is that much better than the e8400? he video encodes and games so. just i saw a rig with a phenom 945 second hand for cheap. thanks!
