Upgrading Graphics Card - Can My PSU Handle It?

Hi,

I currently have a "HIS Radeon X1950 Pro ICEQ3 TURBO 256MB" card (almost 3 years old). I'd like to upgrade to a newer card. I'm considering this one: http://www.overclockers.co.uk/showproduct.php?prodid=GX-095-BG

I'd like to know if I need a new PSU for the new card. My current PSU is an "FSP Sparkle Blue Storm 2 400W ATX2.0" (also almost 3 years old) which has 2 x 12V rails. Will this be enough to handle newer graphics cards?
