Upgrading My Monitors

So one of my old monitors have recently broken so I'm going to be upgrading.
I'm looking for 2 monitors that are the same, around 23"-25" and are in a price range of about 140-200.
I've done some looking and I like the look of these:

So my question is what monitor is the best for this sort of price range or will I have to spend more to get a decent quality monitor?

Secondly I'd be looking at 144Hz monitors for your price range
