Upgrading PS4 hard drive and user game saves for none PS+ users

Question when upgrading PS4 hard drive; I'm running the backup to USB hard drive option before I change the 500gb to a 2tb drive but does this also copy over all user game saves as well or do I need to do this separately?

Note I have one account with PS+ and 3 other accounts without on this PS4 so no cloud saves for those 3.

Yep, it copies over everything in one go.

As far as I know the only thing it copies is saved data. It won't copy games as you have to re-download them all.
