I currently have:

HyperX FURY Series 8GB (2x 4GB) DDR3 1600MHz CL10 DIMM Memory Module Kit - 1.5 volts

which I use on my MSI Krait motherboard.

Can I simply swap them out for these:

Ballistix Tactical BLT2C8G3D1608ET3LX0CEU 16GB kit (8GB x 2) DDR3 PC3-12800 Unbuffered NON-ECC 1.35V <-- which uses less voltage?

Yes, you can have 24GB of ram if you so choose. What OS and version do you use? Some OS limit the amount of RAM you can run. Windows 7 Home Premium and 16GB comes to mind.

Not sure what would happen voltage-wise. Unless each dual channel allows independent voltage, it would try to run both sets at 1.5v or 1.35v which could be problematic. Normally you can use different kits as long as they use the same voltage. On my Z87 motherboard there's no independent voltage per channel.
