Upgrading soon for Elite Dangerous. Advice needed.

Okay I've never been the type to upgrade for the sake of upgrading, nor am I into overclocking. I've been out of the PC upgrading scene for a few years since I upgraded in 2009 I think. My PC a good machine before my 6950 died on me and now I'm using 5450 which is just good enough to watch films.

So is it worth upgrading to say an i7 4930 or even a 4960?
My current PC specs are:
965 AMD
4gb of memory.
Asus M4N68T V2 motherboard which I hate because of the lack of sata ports.
Coolermaster 750W silent pro.
Various hard drives including a SSD for the O/S which is Windows 7 Ultimate.

I've got about £1400 to play with, but I'd like to get the Playseat Airforce and the X55 Rhino pro HOTAS.
 
I've looked at the Warthog, but it has no twist so you have to use pedals. I hate using pedals. Although the quality is much better, all metal I believe.
 
I'm 45, I played the original Elite, which is why I can't wait for Elite Dangerous. To take me back to my childhood but with better graphics. Being 45 I find it hard enough to coordinate my hands never mind my hands and feet lol.

But I want to do this as cheaply and effectively as possible. I'm saving for a new motorbike to tour Europe next year. But believe it or not, having a PC good enough (and cheap enough) to play Elite at ultra settings is my main priority, even at the expense of the tour abroad. I can always wait later on next year to get the bike anyway.
 
Okay Stelly, if I go for a new video card will I have to change my mobo, cpu and memory? Like I said earlier, it seemed a good machine when I had my 6950.
 
Ahh right I didn't realise that. I thought the PCI requirements were for the slot you put them into. I had a video card which was a lower PCI version than the mobo I had and it would just black screen. I thought it just pertained to that?
