I'm upgrading from Windows 7 Pro to 8 Pro by doing a clean install on my SSD. I want to know if there's a way I can "point" Steam to my mechanical drive where all my Steam games are. This way I won't have to download all my games again.

Or shall I simply upgrade from Windows 7? I don't normally like doing this though

Copy the steam folder to the other drive.
Re-install
Run steam.exe from the other drive and it will do all the work on your new install :)

Yes should do, just point it to the folder within Origin settings as well, it will try to install BF3 again but will do it at super speed once it realises that you have all the files already

All went well except Asus Turbo V is not supported on Windows 8. I went into my BIOS and say iI had over clocked it from there so I don't know why I had Asus Turbo V in the first place.
