Upgrading tyres from 16s to 17s

Need to replace 2 tyres but Costco are doing a healthy promotion to replace all 4 but it starts with 17s on the Mrs's car.

Can I still change from 16s tyre sizes to 17s? It sounds such a dumb questions but if so what would you say would be the draw backs? Slightly reduce MPG?

No you can't put tyres made for 17s on 16s

The diameter size is the rim size not the tyre
