Upgrading XP Home to Pro

Which is the legal/best way of upgrading a group of XP Home to Professional systems?

Being an OEM supplier, could we just reload the systems from scratch with new copies of XP Pro OEM or do we have to use XP Pro Upgrade (retail boxed)? Or could we do a new install with XP Pro retail?

You can either use OEM, Upgrade of FPP, but OEM would be cheapest. How many systems are you wanting to upgrade?
