Upload drops every 10mins then disconnects?

For 3 blissful years ive had an ok Internet connection of 3700 download / 800 upload & only having to reboot the router every 2 days after the download snr drops from 10db to 6db.

2 weeks ago my Internet connection became very unstable as the upload drops from 800 to 192 every 10 mins then disconnects. The download is unaffected & remains stable at 3700.
I first emailed my ISP then it became stable for 1 night, then I called my ISP & it became stable for 1hr.
Also, it takes about 5 reboots of the router to get a normal upload connection speed:
3700/288, 4000/328, 3528/428 & failing to log-on then finally 3700/768 it logs on.
Whats coincidental is these problems started when there was at most 1cm of snow here & my neighbour replaced his crapy router with a Netgear (though he cant get it log-on the net).

My ISP advised me to call BT & get them do a line test, but the last time I did that; BT swore at me & threatened a £70 fine if theres no fault, but before my telephone was crackling, though now my telephone is ok.

Whats most annoying, besides my ISP refusing to fix the problem, is now ive been given a dynamic IP & I regularly access a website which requires numerous security questions to be answered if your IP is different. Now 20 times every night I have to repeatedly enter all my details on this site because my ISP are being total ********.
I asked my ISP about the dynamic IP & they said id now have to pay an extra £5 / for a static IP & presumably another 12month contract. YUK!
Maybe I should not have moaned about my Internet disconnecting every 10mins, then id still have a static IP. lol

As my current ISP have significantly reduced the capability of the connection (for me) & kept the price the same & refuse to fix the problem of disconnecting every 10mins, Im thinking of changing ISP’s.
Ive never changed ISP’s before, how is this done & can anyone recommend a decent ISP ?
Im currently paying £20 / month for a near 4 mbits connection & don’t mind paying a bit more for a good ISP.
I seam to ok with a contended line as I dont download that much & try to refrain from downloading during peak hours & have never been warned. Although my ISP sent a global email advising their customers that the contention ratio has changed from 30:1 to 50:1 & people should refrain from using the Internet much during peak hours. Hmm maybe their shareholders have become impatient during the recession? lol
