Upload speeds

can anyone give me some advice on why my upload speeds are so low. (or is that how there serposted to be)

This is what you get with 10mb VM connection.

EDIT:
Downstream max speed 2Mb .. 2Mb ..10Mb . 10Mb .20Mb . 50Mb
Upstream max speed .. 256k .256k ..512k ...512k ... 768k.... 1.5Mb
