UPVC Window seal not sealing

With winter approaching I thought i'd check my UPVC window seals for the first time in my flat. I shoved a bit of paper in each corner of the window and closed it to see if it could hold the paper in place i.e. the seals were good. The lock-side of two windows is not great. Can hear traffic sound through it, bit of flicker when holding a lighter flame up to it, and doesnt hold the paper in place.

Youtube DIYers made adjusting the compression of the lock easy.. but when i thought i'd see an allen key that needed tightening.. i actually saw this nub

One would assume these can't then be tightened and seal better? Nothing on the receiver end either.. just a metal shaft and 2 screws into the frame to receive it. The nub can't be tightened either.. the outer metal ring just rolls loosely on all my windows - not just the crap-sealing ones. No brand/model on it to look it up either. Didn't realise they made these so you couldn't adjust but i guess i'm looking at a replacement mechanism or am i missing something?
 
Ive got the same issue

For me, I found the issue and its common I just havent had time to fix it.
My windows when they close have a arrow shaped part that sinks into a opposite shaped part. Whats happened is that the part they sink into has become damaged and bent, this part literally pulls the window tight, as its damaged it allows the window to sit slightly further out than it should and means it doesnt seal. What you describe sounds like the same issue I have

@OP you may have to replace the rubbers on the sash and or window frame
You might be as well looking for a `window doctor` locally who could do this for you as it is not `very easy` to do :)
 
As a temporary measure, foam tape works a treat.

I got some narrow, white foam tape from home bargains for £1.30 last week to sort mine out. Worked a treat.
 
Personally I wouldn't worry too much unless there is a howling gale through it. Reason being that your house needs ventilation so you really don't want everything water-tight.
