Urgent help needed please

I downloaded IObit Unlocker as i have a windows.old that i couldnt delete it kept saying i need permission and when i did it via that my pc went and crashed and it rebooted and since its come back on all the icons in the task bar are white blank pages, the windows.old is still there google chrome got reset as if i have just re downloaded it and all the stuff is on the desktop still, if i put my mouse over the white pages in the taskbar it says what the application is but if i click it i get a message saying cant open this item, It might have been moved, renamed, or deleted. do you want to remove this item?

what do i do? or should i just format?
 
how do i do a restore? and when you format it creates a .old file that has windows in it but is deleteable
 
The removal item option is just for the shortcut, not the app.

I would remove io unlocker.
Restoring from a previous point is done via settings, update, backup and restore. Follow on screen instructions.

To remove windows.old, click start, run and type in cleanmgr and click on system files. It could be a driver preventing you from deleting it, which has happened to me so I just reboot in safe mode/command prompt and run the following: rd c:\windows.old /s
 
I have had to do a clean format back with my windows 7 disk, so using the IO unlocker something bad happened to my pc and so many important files got deleted, i had no control pannel anymore and lost a few other things too
